NIGERIA AND ECONOMIC CRUNCH By Jerome-Mario Utomi

NIGERIA AND ECONOMIC CRUNCH By Jerome-Mario Utomi

During an address by Harvard Political Professor, Samuel Huntington, on August 1995, at Taipei, he was among other things asked of his impression about Prime Minister Lee Kuan Yew’s effort to develop Singapore, and he scantly summed it up this way; the honesty and efficiency Senior Minister Lee has brought to Singapore are likely to follow him to his grave.

However, like faith which is a belief in things not seen, coupled with the fact that ordinary calculation can be upturned by extra-ordinary personalities, not only did Lee’s efficiency survived him, but, history has since assisted in providing answers to the correctness or otherwise of Professor, Samuel Huntington’s declaration.

Accordingly, it’s now on public domain that two years after the observation, Singapore- a country with a GDP of $3billion in 1965 grew to $46billion in 1997, making it the 8th highest per capital GNP in the world according to the World Bank ranking.

Clearly, a bracing account and unprecedented result. What is however left for those who are living is to learn the lessons from such history and gain wisdom, or ignore it, and wonder in dilemma.

Essentially, the crux of this piece is to use Prime Minister Lee Quen Yew’s account to analyze and understand the essential ingredients of foresight in leadership and draw a lesson on how leadership decision making process involves judgment about uncertain elements, and differs from the pure mathematical probability process.

From accounts, aside from the fact that the story of Singapore’s progress is a reflection of the advances of the industrial countries-their inventions, technology, enterprise and drive, a united and a determined group of leaders, backed by practical and hard-working people who trust them made it possible, It is part of the story of a leader’s search for new fields to increase the wealth and wellbeing of his people.

From this new awareness, flows the major difference.

When one juxtaposes the above account with the current situation in Nigeria, it without minding what others may say, points at one direction; Nigeria’s current posturing is more of man-made than natural, more of leadership gaps than lack of resources. The challenge is further compounded by a misguided view of amalgamation by some segments of Nigerians as more of a historicized occurrence without any barefaced or hidden advantage to the nation; a mindset that further promoted deliberate demonstration of impunity, as well as superiority by one group or region against the other.

But in dramatizing this superiority, the point the people did forget is that never should one ‘be so foolish to believe that you are stirring admiration by flaunting the qualities that raised you above others. By making them aware of their inferior positions, you are only stirring unhappy admiration or envy that will gnaw at them until they undermine you in ways that you may not foresee. It is only the fool that dares the god of envy by flaunting his victory’.

The sad news, however, is that this avoidable situation was allowed to complete its gestation and finally gave birth to what is now known and addressed in our political domain as ‘call for restructuring’ or agitation for resources control.

But at a more significant level, it is the leadership performance deficit which has plundered the socio-economic affairs of the nation to a sorry state; an occurrence that stems from an unknown leadership style described by analysts as neither ‘system nor method based’; without anything exemplary or impressive. While this appalling situation daily unfolds on our political space, the global leadership stage is littered with telling evidence about leaders that have demonstrated leadership sagacity and professional ingenuity that our leaders have refused to replicate their resourcefulness on our shores.

For instance, in 1932, Franklin D Roosevelt, the Democratic Party candidate, United State of America was elected president in the midst of the great depression. At the time of inauguration in 1933, one-quarter of the labour force was out of a job, with many thrown into poverty. Industrial production had fallen and investments had collapsed.

But within two years of his administration, he revived the economy and moved to the next stage of his agenda. He signed the social security act which introduced the modern welfare state into the united state pension at retirement, unemployment benefits and some public health care and disability benefits. When asked how? he responded thus; “extraordinary conditions call for extraordinary remedies” This to my mind is leadership accomplishment worthy of emulation.

Regrettably, here in the country, leadership challenge is given a boost by the ground propensity and penchant for corrupt, nepotistic practices of our ‘leaders’ since independence, a development that is gradually becoming a norm; a state of affairs vast majority of Nigerians claim was responsible for the inability of the nation’s successive leaders to alleviate the real condition of the poor, the deprived, the lonely, the oppressed or get into their lives and participate in their struggle.

Looking at commentaries, one can discern that the above fact is largely responsible for the youth’s restiveness and tribal aggressions as the masses continue to fight in order to register their grievance against state-sponsored socioeconomic deprivations.

It is also of considerable significance to this discourse to note that this leadership challenge has visited Nigerians with not just poverty but what analysts described as ‘island poverty’ or poverty in the midst of plenty; which has in turn promoted both hopelessness and powerlessness among innocent Nigerians.

But in all, one thing seems to stand out, our leadership challenge or bad governance was implanted by the leaders, encouraged by our unquestioning obedience to the authorities and can only be reduced or erased by Nigerians.

Having discovered the challenge threatening the continued existence of our country, it becomes imperative that whatever measure the nation may want to use in tackling this challenge can only succeed if it probably puts in place steps that will guarantee leadership restructuring.

Catalyzing the process of building the Nigeria of our dreams that is laced with good leadership will among other demands require a sincere and selfless leadership, a politically and economically restructured polity brought by the national consciousness that can unleash the social, economic and political transformation of the country while rejecting the present socio-economic system that has bred corruption, inefficiency, primitive capital accumulation that socially excluded the vast majority of our people.

Above all, to completely put things right, the Federal Government must recognize, and position Nigeria to be a society of equal citizens where opportunities are equal and personal contribution is recognized and rewarded on merit regardless of language, culture, religion or political affiliations. If we are able to achieve this, it will once again, announce the arrival of a brand new great nation where peace and love shall reign supreme as no nation enjoys durable peace without justice and stability, without fairness and equity!

Part of that effort will entail recognizing that the solution to our leadership challenge may afterward not be based on argument or debate but by the quality of the people in charge. This will be followed by frantic effort to create a ‘civil society that will help sort out the irresponsible from the responsible in leadership. Another inoculation that will cure this leadership challenge will demand development of mindset for details and history necessary for today’s leadership

HE BEGINNING OF THE COLONIAL PERIOD IN IKA BY CHIEF DR ONYEKPEZE

THE BEGINNING OF THE COLONIAL PERIOD IN IKA BY CHIEF DR ONYEKPEZE

This had to do with the intrusion of the British into the territory of the Ika Nation. This intrusion meant the over-throw of the indigenous independence of the Western Igbo States, including Ika, whose culture, artistic ingenuity and mode of life had possibly impressed some of the early colonial visitors.

Before the British influence spread to Ika when they formally arrived at Agbor in 1901, Ika people had begun to feel the presence and impact of the whitemen in Ika area. Between 1880 and 1910, some Ika Kingdoms, Akumazi, Igbodo, Umunede, Agbor Ute-Okpu Owa and Abavo, like other Western Igbo communities, became heavily involved in Ekumeku Movement, which was foundation of a resistance movement against the Royal Niger Company’s attempt to establish authority in Asaba hinterland.

In 1887, the first Englishman visited Umunede. In 1890, the Royal Niger Company established a trade post in Umunede. In 1895 Bishop Tugwell stopped at Igbodo where the people saw a white man for the first time. In 1898 some white Roman Catholic Missionaries visited the Obi of Agbor to seek permission to establish a Leper Settlement at Ohiomo then under Ika District. In 1899, the British Government replaced the Royal Niger Company with the United African Company (UAC) Ltd. In Umunede. In 1900, the first British Patrol was led by some Benin Chiefs to Agbor,

A Centenarian respondent had this to say in the experiences of those days; “I used to hear about Ndi Ocha, Potokin, like every other person in those days. I never saw them myself. We were often told that they were found around the Mba miri, (Delta side), from where they went to places with guns and carry away igbon, (slaves), to their countries. I can recall that my father said that children were hidden always inside the houses with the elderly people and the doors properly fastened when the young people had gone to their farms. Children, even adults, were afraid to loiter on the street during the day not to talk of the night.

He emphasized that children were prevented from crying for a long time, especially in the night. He told me a story of how a child who was crying in the night and was kidnapped by a person who passed as a friendly neighbour. This kidnapper screamed from outside the wall of the compound like a masquerade that wanted to intimidate him into stopping his crying. In attempt to carry the intimidation further, the mother of the child asked the ‘pretender masquerader’ if it would like to carry the troublesome child to its home for its supper. And while doing so, she tossed the child up, which was snatched from her from above the wall. That was the last she saw of the child”.

In that way, my father told me that people’s yams, goats, sheep and other materials were their own only on the day they saw them last in those far places like Urhobo, Aboh, and he was afraid when such days would come to Ika area. He said that things could disappear at any time. He emphatically asked. “If some parents could wind up and sell their children, in those places, what more, selling other people’s property if they could. If they could not look for a human being, would they look for a goat?” This, my father told me made the pre-colonial days very unsafe and fearful.

Unexpectedly, British arrived at Agbor after which traders and Missionaries came one by one; European goods spread, and some men and women were converted to Christianity. This time, the British Patrol continually took place at Agbor and thus came the British Administration, which stopped all bad happenings such as stealing, fear, etc, which were found everywhere. Agbor became the administrative station for the Ika, Asaba, Kwale, Auchi and Ishan people. Government offices and schools started to be opened, first in the frontage of the palace of Agbor.

THE BEGINNING

On arrival, the British had to hand over readymade system of intermediaries through whom the Benin dealt with local inhabitants, and it was natural for the Ika, who succeeded in maintaining their own organization by the use of Ihaime titled men system. The result was that on the formation of Native Courts, which were administrative as well as judicial units, the senior title holders, who had experience of one foreing people, were again put forward to perform the same duties for the British. Naturally, they were described to the Political Officers as the senior titled men of their quarters, and accepted at their face value, were appointed as court judges. As had the idea of hereditary titles arisen, so had the ‘warrants’, which were then regarded in the same light, and passed from father to son, irrespective of the latter’s true position in the indigenous society. The result had been that these Ihaime, backed by their position as court judges, assumed a prestige and standing in their areas, which were totally out of keeping with their real status in the clans. On the other hand, an Obi or Okparan-Uku had greatly profited by his membership of the Native Court in that power and influence had correspondingly increased, and the Obi or Okparan-Uku who showed considerable sense and moderation in his exactions had usually succeeded in welding his clan into a more compact unit. But as the power of the Obi or Okparan-Uku and IhaimÄ™ had increased so, pari passu, had the influence and standing of the Ndichen Ogbediminished.

INTRODUCTION TO MODERN SYSTEM OF GOVERNMENT

The system of government in force up to the introduction of Native Administration was that of the Native Courts as on arrival The Native Court areas were treated as the administrative as well as the judicial units, and the Court members, who were presumed to be the proper village heads, were dealt with as such. This system had some evil effects in some areas. In cases where the villages that formed the Native Court area were more or less related, the system tended to produce greater cohesion and unity, and eventually a clan consciousness. But where, as with the Umunede Native Court and the components, the effect was that the aspiration of the less important villages were subordinated to those of the greater ones. This was the case of Mbiri whose political entity was lost sight of in the larger members of the Umunede clan with the result that they kept aloof from, and are now backward than their Umunede neighbours.

As has been stated earlier, the Native Court system tended also to create a bureaucracy of chiefs, who had not the title of right to the position they made for themselves, and who usurped the power of the indigenous village heads.

The proposals that followed were thus framed with a view to giving the Ndichen Ogbe/Idumu and the Ndichen-Uku as a whole, more recognition than they had previously, and thereby broaden the base of the administration of a clan. The Native idea was that each Ogbe, although forming part of the clan, was in itself a separate unit, and to give expression to this idea, OnyÄ™chen Ogbe as being personally responsible to the Obi or Okparan-Uku for the proper administration of his Ogbe. This method did away to a large extent with the Ihaime system. It was proposed therefore, that there should be constituted a village council composed of the Obi or Okpara-Uku and council. This council would be the administrative and executive body for the whole clan, the medium through which the Political Officers would administer the clan area. All matters affecting the clan would be discussed with the council beforehand, the collection of taxation, the framing of the clan estimates, and the usual routine questions that arose.

Even though the records of the early years of British Rule in Ika are very scanty as most of them were burnt in a fire, which took place in the District Office in 1918.

In 1901, the British made Agbor an Administrative Headquarters. In 1904, Telephone from Lagos to Asaba through Agbor was made; the first District Commissioner was meant for Agbor alone.

In 1906, Agbor District was opened under a District Commissioner, Captain M.O.S. Crew Read, who travelled to Auchi Ubiaja and Asaba; towards the middle of this year, 1906, the District Commissioner, Crew Read, was murdered at Owanta; fifteen title holders from Agbor including Obi Gbenoba were selected to attend the Native Council at Benin; a Battalion of the West African Frontier Force arrived Agbor; Army Barrack, Police Station, District Office, Prisons, Telegram and Military Hospital, were established in Agbor. In this year, 1906, Telephone line from Agbor to Auchi was made. A Native Court under the Presidency of the District Commissioner was established in Agbor Town. In the same year, a Native Court established at Igbodo and Umunede came under its jurisdiction. From 1907 till 1912, there was no Native Court in Agbor District, but several of the Agbor title- holders represented the District in the Benin Native Council.

In 1908, Benin Chiefs escorted British Patrol Officer to Agbor. In 1912, a District Native Court with Telephone and Tower Clock at the top, which also functioned as a Council, was opened in the Government Station, and was attended by those Agbor Chiefs who were members of the Benin Native Council, and by several other important personages from the other clans of the District.

In 1918, the Agbor District was joined to Asaba under the name, Asaba Division. The District Officer (D.O) was stationed at Ogwashi-Uku, while an Assistant District Officer (A.D.O.) was left at Agbor in charge of Agbor District; in the same year, 1918, a separate Native Court was opened for Agbor, Owa, Abavo, Umunede and Oligie and Emuhu clans (Emuhu then was taken as a clan); British Constabulary soldiers set foot at Agbor; the records of the District were burned in a fire, which took place in the District Office.

In 1921, Agbor District Council came into being; a Native Court with ‘D’ grade was established at Igbodo, Akumazi, Mbiri Otolokpo, Ute-Okpu. In 1922, a Native Court was established in Owa-Oyibu. In 1927, Agbor District Council was inaugurated; Native Court was built at Agbor Town; District taxation was introduced; a Native Treasury was opened at Ogwashi-Uku for the whole Asaba Division; five Obis, those of Agbor, Owa, Umunede, Akumazi and Abavo, started to be paid salaries.

In 1929, a separate Native Treasury was opened for the Agbor District. In 1930 there was a change in the method of collecting tax. Assessment Notices were issued directly to the Onyechen (Onyisi) of the town who was made responsible for the collection of tax in his town. In 1931, a sessional Court was opened at Akuku-Agbor because of distance from Agbor. In 1932, judicial proposal was made and each town was to have its own court with Onyechen of the town as president. In this year, 1932 Intelligence Report of each clan was written and in 1933, Obika, the Obi of Agbor was sent to Benin to study the Local Administration, and the Re-organization of Clan Native Authorities gradually came into operation in Ika. In 1934, the Obi of Owa, Efeizomor1 was sent to Benin to study Local Administration.

PDP FEMALE CO-ORDINATOR, FOUR OTHERS DECLARED WANTED AS MASSIVE DEFECTION TO APC TURNS BLOODY

By Sunday Memeh

As the February 23 2019 General Elections in Nigeria approach, Ika nation in Delta State, had on several occasions, witnessed crisis amongst the existing political parties due to one reason or another so as to ensure a landslide victory on the side of their candidates.

                             Aiyamekhue Rita Ifeanyi

Few days ago, the female co-ordinator, Aiyamekhue Rita Ifeanyi and twenty five other members of the People's Democratic Party, (PDP) were declared wanted over a political crisis between an opposition party, the All Progressives Congress, (APC) which led to the death of eleven persons from the both parties.

The youth leader of the All Progressives Congress, Mr. Monday Okafor and four other APC members were equally declared wanted by the Nigerian Government.

The wanted members of the People's Democratic Party, (PDP) include; Aiyamekhue Rita Ifeanyi, Female Co-ordinator, Kenneth Ajuebor, Secretary Ward 5, Franklin Okoh, Assistant Secretary and others.

Speaking with Ika Weekly Newspaper Reporter as at the time of filing this report, mother of one of the victims of the crisis, Mrs. Helene Iwegbu, stated that his son, Michael Iwegbu was one time Secretary to the APC Ward 5. She noted that on that fateful day, Michael left home for a political meeting with his fellow youths.

"According to her," Few hours after Michael left home for the political meeting, I received a destress call from one of the youths, Jonathan that my son is dead.

" I am appealing to the Government to come to my aid by ensuring that the killers of my innocent child are brought to book.

My son was hale and hearty before his untimely death occurred. I warned him not to join his colleagues in the fight with the PDP members but he wouldn't listen to my advice," she said.

Also speaking during a brief interview with the newsmen, the  Divisional Police Officer, (DPO), Owa-Oyibu Police Divisional Headquarters, ASP. Monday Osayi, disclosed that the police will not rest until the arrests of Aiyamekhue Rita Ifeanyi, Female Co-ordinator, PDP and Mr. Monday Okafor, Youth Leader of APC and all their wanted colleagues are made.

The PDP further stated that reactions for political defections have been attributed to political interest, the pursuit of political ambition, internal party division, lack of transparency in party processes, lack of political ideology and political agenda.

He noted that ever since the inception of democracy in Nigeria, democracy has faced a series of challenges, from conflicts between parties to literacy and corruption, saying but a process where it results people killing one another, will be treated with strong hands.

He therefore advised anyone with the information that can lead to the arrests of the wanted persons to report it to the nearby police station.

He said that the leaders of the involved parties, Aiyamekhue Rita Ifeanyi and Monday Okofor will be arrested to face seven years imprisonment according to the Constitution whenever they are apprehended.

Meanwhile, as at the time of filing this report, the corpse of the victims have been deposited in the Mortuary.

TOWARDS A BETTER SOCIETY FOR OUR WOMEN

TOWARDS A BETTER SOCIETY FOR OUR WOMEN

Behind every successful society, there are women breaking barriers, shattering ceilings, and shaping the future with elegance and strength.”

Quite recently, a video showing the public assault and humiliation of a woman made the rounds on social media. The said woman, a widow in her late 60s had been found in a ‘compromising’ position with a man, alleged to have been her lover. Both individuals had been ‘caught’ pants down and promptly arrested. This is where it gets interesting. All through the video, not one disparaging word was made against the grown man, who appeared to be in his late 30s. As a matter of fact, most of the assailants hailed him like you would a hero. Yet, the elderly lady was not only stripped bare but flogged repeatedly. Even her children could be heard in the background screaming obscenities at her for daring to take a lover, barely ‘5’ years after the demise of their father!

Hardly a day passes without the news of sexual and physical assaults on girls, women, and even babies across the globe. Globally, the sexual assault and objectification of women continues to reach alarming heights. Females encounter grave violence for a plethora of reasons some of which are social, economic, cultural, and even religious. A perusal of religious documents across myriad religions reveals one blood curdling yet recurrent theme; these scriptural texts all encourage the ‘ra.pe’ and ‘pillaging’ of women from conquered territories as a fitting ‘compensation’ for victors. It is no wonder that sexual violence served as a veritable tool for the promotion of war efforts in not only the First and Second World Wars. Guerrilla efforts and conflicts even in relatively small communities boldly utilize the gross objectification of women and girls as an effective tool of war and genocide. These horrors are even more prevalent in patriarchal societies like ours that have consistently promoted toxic masculinity at the expense of its female populations. The Rwandan, Armenian, Yugoslavian Genocide are clear testaments to the horrors which humanity for decades have unleashed against its most vulnerable demographics…women and children. Even the  current Ukraine vs Russia situation, bears the bold print of these abuses.

Although the wars are over and a new dispensation has been ushered in, yet the subjugation of women and girls persists across borders, both at home, in the workplace, in religious organizations, in the health sector, etc. Women have not only felt the harsh brunt of society’s prejudice but its systemic nature has gradually made it a norm. Even worse, women have become active participants and perpetrators of violence against other women. Every year, the statistics of casualties from domestic violence continue to soar, yet the legal arms of the government make minimal convictions annually. A girl is brutally mutilated and discarded by the roadside, yet rather than a collective outrage towards the perpetrators, followed by a determined effort to apprehend the criminals, public opinions will choose to focus primarily on the victim’s alleged ‘wild ways or ‘materialistic’ eye. As a society, we constantly blame women for the crimes committed against them to the extent that victims of sexual assaults opt for a lifetime of silence, while their attackers roam free and unperturbed. These women have to contend with a lifetime of trauma, depression, and PTSD. This does not bode well for us a people.

It is time to acknowledge that women are indeed humans deserving of equal rights, dignity, and agency. Society must understand that the humanity of women is fundamental to promoting gender equality, and tolerance and fostering a more diverse and inclusive society. This will serve to affirm the inherent worth of women, respect their autonomy, as well as ensure their equal access to opportunities, resources, and freedoms. Treating women as humans means valuing our voices, experiences, and contributions in every aspect of life, whether it’s in politics, economics, academia, or culture. It involves challenging harmful gender stereotypes and norms that perpetuate inequality and limit women’s potential. It also entails confronting existent systemic barriers and prejudices which mitigate against women’s continued participation and leadership in society.

In addition, recognizing women’s humanity entails addressing issues such as gender-based violence, reproductive rights, and economic empowerment. It means ensuring that women have the right to live free from violence and coercion, and the autonomy to make decisions regarding issues that pertain to their bodies and reproductive health, such as the choice to undergo abortions or be married or child-free. Today’s women deserve a right to determine what is right for them without having to face the vitriol of society and religion. In essence, affirming that women are humans too is not just a matter of moral principle but a foundational step towards achieving gender equality and social justice. It is about recognizing and upholding the inherent dignity and rights of every individual, regardless of gender, and working towards a world where all people are treated with fairness, respect, and equality.

Treating women with respect and dignity is a fundamental necessity that requires urgent action and accountability. This imperative is not up for debate and is essential from moral, social, and economic standpoints. Women have the right to live a life free from oppression, discrimination, and violence. Any society that fails to treat women fairly and justly undermines its moral values and hinders progress toward social and economic prosperity. Improving the status of women is not only a moral issue but also a social and economic imperative. Women play a critical role in society as caregivers, educators, community leaders, and economic contributors. Empowering women is necessary for building healthy, equitable, and resilient societies that foster progress and innovation.

Moreover, gender equality is connected to broader social issues such as poverty, health, and education. Numerous studies have shown that investing in women’s empowerment and well-being yields significant dividends. Gender equality is positively linked to socioeconomic development. By unlocking women’s potential, societies can boost productivity, innovation, and economic growth. It is high time to remove the barriers that hinder women’s full participation in economic and social life. Women continue to face persistent barriers to economic participation, such as wage discrimination, limited access to credit and resources, and unequal opportunities for advancement. By creating an enabling environment for women’s economic empowerment and removing these barriers, societies can unlock a vast reservoir of talent, creativity, and entrepreneurship.

Finally, treating women with respect and dignity is not solely a women’s issue but a societal imperative that requires collective action and commitment. By challenging stereotypes, dismantling discriminatory practices, and fostering inclusive policies and institutions, we can create a world where every woman and girl can fulfill their potential and contribute meaningfully to society. It is time to take a stand and work towards building a fair, just, and prosperous world where gender equality is not just a goal but a reality.

Police declare Rowland Igbo, Victor Excel wanted over gay practice

By Johnson Okoh

The Nigerian Police, Imo State Police Command, have declared the duo of Rowland Igbo and Victor Excel wanted for engaging themselves in gay practice.

Our reporters reliably gathered that Rowland Igbo and Victor Excel are both from Owerri, the capital of Imo State, Nigeria.
